Job Summary:
- The HR Manager is responsible for supporting the full spectrum of HR functions at Gulf Beauty KSA, ensuring compliance with Saudi Labour Law, maintaining employee records, coordinating recruitment, managing HR operations, government relations and supporting the implementation of HR policies and procedures within the organization.
Key Duties & Responsibilities:
1. Recruitment & Onboarding:
• Manage end-to-end recruitment process, including job posting, candidate sourcing, screening, shortlisting, interview coordination, and communication with applicants.
• Coordinate with hiring managers to understand manpower needs, define role requirements, and formulate comprehensive Job Descriptions.
• Prepare and issue job offers and employment contracts in compliance with Saudi Labour Law and internal company policies.
• Handle onboarding tasks as per the company standards: document collection, eligibility checks, orientation, and induction.
• Create, organize, and maintain employee personnel files and digital HR records in a structured and compliant manner.
2. HR Operations & Employee Relations:
• Maintain and update employee information in the ROOTS HR system to ensure accuracy and compliance.
• Manage attendance, leaves, and absences, ensuring alignment with company policy and Saudi Labour Law.
• Track and verify monthly attendance and leave records in the ROOTS system, ensuring all employees strictly adhere to HR policies.
• Respond to employee queries related to HR policies, benefits, procedures, and general HR support.
• Analyze and process employee requests in a timely manner as per HR guidelines.
• Maintain accurate records of employment and government related documents and ensure timely renewal.
• Support periodic performance appraisals and employee recognition programs.
• Prepare monthly performance management reports for Frontline staff and submit them to management.
• Coordinate employee engagement activities, including arranging birthday celebrations.
• Handle disciplinary actions and issue warnings as per company procedures and Saudi Labour Law.
• Respond promptly to management instructions and implement HR-related directives, ensuring smooth operations and compliance across the organization.
3. Government Relations & Compliance:
• Act as the primary liaison between the company and government-related entities, ensuring smooth coordination and timely processing of all requirements.
• Handle government-related tasks such as product registration, regulatory submissions, and compliance documentation as required by authorities.
• Process and manage all employee-related government procedures, including visa processing, renewals, Iqama issuance, transfers, cancellation requests etc.
• Ensure accurate, reliable, and fully compliant handling of all government transactions, maintaining the integrity and materiality of submitted documents and data.
• Ensure that all company operations, employee documentation, and government filings consistently comply with Saudi Labour Law and relevant regulatory standards.
• Monitor and maintain compliance with the following key platforms and regulations:
- Saudi Labour Law
- GOSI - updates, additions, and contributions
- Wage Protection System (WPS)
- Qiwa (contract management, employee transfers, organizational compliance)
- Ministry of Human Resources and Social Development (MHRSD) regulations and statutory requirements.
4. Medical Insurance & Employee Benefits Management:
• Administer the company’s medical insurance programme in compliance with KSA regulations.
• Coordinate employee enrolment, additions, deletions, and annual renewals with insurance providers.
• Act as the primary point of contact for employees on medical insurance coverage, claims, and related queries.
• Liaise with insurers and brokers to resolve issues and ensure timely and accurate service delivery.
5. Payroll Support:
• Verify monthly attendance, leaves, and absences in the ROOTS system, ensuring that all related earnings, deductions, and adjustments are accurately recorded prior to payroll processing.
• Coordinate with Finance/Payroll team to ensure timely and accurate salary processing for all employees.
• Ensure all salary payments comply with the Wage Protection System (WPS) and other relevant Saudi regulatory requirements.
6. HR Policy & Implementation:
• Assist in drafting and updating HR policies, procedures, and forms.
• Ensure consistent policy implementation across the organization.
7. Reporting:
• Prepare monthly reports related to employee probation period confirmations and contract renewals and submit them to the concerned manager for approval and taking necessary follow-up actions.
• Prepare and maintain HR reports including employee count, leave balances, employee provisions, Saudization levels, recruitment status and other key metrics.

Requirements:
Master’s degree or Bachelor’s degree in Human Resources, or related field
Minimum 5 years of working experience in a similar HR role
Strong knowledge of Saudi Labour Law, and other government related HR procedures
Strong leadership and team management skills, with the ability to work effectively within diverse, multicultural teams
Excellent communication, negotiation, and interpersonal skills, with the ability to build strong relationships at all levels of staff and management
Dynamic, proactive and results-oriented, with strong problem-solving and decision-making abilities
Ability to work under pressure and achieve job targets
Excellent verbal and written communication skills in English and Arabic
Proficient in Microsoft Office Applications and HR Information systems
Well-disciplined, professional, and able to maintain confidentiality
